Can't Change Graphics In Apex Legends

When I change my graphics settings for model detail to low and restart my game, my game is still playing with high model detail. If I go into my settings, it says I have it set on low, but I remember what low looks like, and this isn't it. I've tried scanning and repairing, uninstalling and redownloading, going into my video config file, playing on Origin, and restarted my computer twice and I'm still no closer to finding a solution. This has been going on for many months and I just want this nightmare to be over.
