I fixed this! I went into my router's advanced settings and turned on port-triggering (not forwarding). See screens:

i was having similar issue before. tried doing this and now we can play together. set on 1 pc with +clientport 40000 on advanced launch option. when connecting to server, connect to different server. in my case i connect to singapore cge 1 and my brother on singapore cge 2. hope it works for u guys....
