Cpu affinity locked at 1 and 2

Ever since i got my 3080 i have been having issues with fps , and stuttering . Completely abnormal hell cyberpunk and cold war dont do that .

So i did some digging and found the cause , my processor affinity is locked at 0-1-2 only , when i try to give it all of them it sais permission denied.
Anyone know of a fix for this crap? im guessing its crappy EAC code

(I know this is the issue because i has been for other games , such as new vegas , as soon as all cores are allowed issues go away)
Spec list
Windows 10 pro
I7 8700k set to 4.8GHZ (plenty of cooling so not overheating issue)
32gb ram 3200
z370-a pro

m.2 ssd
msi 3080 10gb

Fixed the issue , simply had to use the direct x 12 launcher instead of the basic one , or what ever its name is , that one has all cores activated , still doesnt let me change them but atleast the issue is fixed
