Rolling back to build 22616 has resolved the issues for me

@Hippy42000 This happened to me too. Try this. Go to Control Panel > Programs > Programs and Features > Turn Windows Features on or off > The first box should be Microsoft .Net if that box is unchecked, check it and restart

This method was working for me yesterday but has since stopped. Good luck.
