I solved this for myself, here is how:
1. I signed into Xbox.com.
2. On the account settings, I opened the Contact Preferences section
3. I noticed that the contact email is not the same as the EA Login email.
4. I signed into EA.com using the email address from step 3 - I had to restore access to this account, etc.
5. I then signed out from the EA Desktop app, and signed back in using my Xbox account. Voila - I can play EA Play games.
I hope this helps someone out there...

Yo! This worked! I followed your process and found that I had already connected to EA back in 2013. The current one was from a different email. I logged in with the original email from 2013, reset the password ( because I could remember it from 10 years ago ), and reconnected to EA. Boom! I'm in and the EA account shows my connection to my gamertag, in the connections settings. I've been researching this for a day and refused to fall prey to sub-par customer support. Listen to the people EA. We spend a ton of money and clock massive amounts of hours on these games. The consumer shouldn't have to play the support role. - 2 years ago
this is it...this was the answer for me...didnt know i had 2 EA accounts linked to the same xbox gamertag? that doesnt even make sense. How has this not been fixed yet? seems like a very fixable problem
