Opening a case will not work because it STILL needs a verification code.

If you can't log in to create a case because it's requesting a verification code, you can still open a case without being logged in.
Try logging out manually (you're logged in to some extent to post here), or using an incognito mode window to try submitting a case. You'll be prompted to log in to create the case but will also receive the option to continue without logging in.

There is no option to do so, even when I had logged out.

It would just tell me to log in.
