Fullscreen not working correctly?

The game doesn't run in true fullscreen? If you press esc you can move your mouse to the second monitor. Programs like lightshot do not  normally work in fullscreen but in apex legend they do. The game doesn´t feel smooth with 144fps and 144 Hz.
