Game is a stuttery mess

Recently got a Rx570 4gb To play Apex but the game is a stuttery mess. It even stutters in the lobby, My pc meets the minimum requirements. The CPU is always at 100% while playing Apex and everything else is closed. Totally Unplayable. Also my Apex is on a SSD
MY Specs:
i3-7100
8gb DDR4 2400MHZ RAM
Rx 570 4Gb
