I had this issue for a little over a year now, after I upgraded from 60Hz to 144Hz. I managed to find a solution myself without the need of any downloads.
You can have G-Sync on or off, that is entirely up to you - however, if you have G-Sync on then turn V-Sync off. Also switch off Overdrive via your monitor settings if you have that.
The issue I were having were simply because I was playing in Borderless Windowed, so therefore once I switched it to Fullscreen then the stuttering was noticeably reduced.
The only time I really notice stuttering now is when the servers are being clunky, as movements on screen are usually delayed. Try that out to see if it works for you.
