My language settings are Dutch so I had the same issue.
I fixed this by setting my xbox language to English and rebooting. After this Apex Legends will offer to download the English language pack. After this has installed and you have tested it, you can shut down the game and set your xbox language back to whatever you normally use and the English UI should remain in place.
Tested by me on Xbox1X in The Netherlands. You may need to do this on every Xbox you use, I needed to do this twice.

I did everything like u said and it asked me to download this english pack and i did but nothing happened, german is still there. Do i need to change language somewhere in game settings or something? Cos i dont understand anything right now and its really annoying ’:D
SOOOO I changed every single setting to English it asked me if I wanted to download the English language pack I said yes.
And then... NOTHING it opened the game in German again.
And I never got that pop-up again.
What do I do???
