I didn't get the Octane's prototype.

I opened 24 Inner Beast Collection packs but didn't get the Octane prototype.

Did you open the 24 packs after the event?

The Heirlooms that are rewards of these events are only attainable during the period of the event, so owning all the event items after the event will not grant the heirloom.
