I've tried updating GPU drivers, turning off the Shader cache and re-enabling it, rebooting afterwards, and now the lobby loading and CPU to 100% loading screen issue has returned along with being stuck on 6814/6814 shaders at the loading screen.
I also just recently installed a new 1 TB SSD with a brand new Steam library folder and install for the game with no success. This has been just a disaster since Season 9 - good thing I was able to buy Seer, the new Seer Store pack, and the premium battle pass for the issues to start happening again.

There was the same problem, no advice, neither from the Russian forum, nor from the English-speaking forum, nor from Reddit helped. Only the good old reinstallation of Windows helped. Perhaps the problem is precisely in the nvidia drivers, although the problem does not only exist on nvidia video cards or PCs. I saw a post on the nvidia forum from their representative that they are sort of investigating this topic. But how true this is, and how soon they will solve this problem, is unknown.
