Low performance on high end pc

I need help with my performances in game. I have a Ryzen 7 7700x, rx 7800 xt, 32gb ddr5 and 2tb ssd 990 pro. I should be able to get at least 300 fps in game, but I can't get more than 90 fps. It's not capped, because when I look at the ground or the sky, I have 240 fps. It's not a hardware problem because I get 600 more fps on valorant and 400 on r6. I've done every windows update. When i'm in game, it says that my gpu is at 30% and cpu at 40%, I also wrote something in proprieties that made my gpu go to 100% usage but 15% cpu usage. If I do the second option, I get 120fps. I also looked and all of the good components are getting recognized. I don't have sync on and I limited my fps at 235. I also tried to uninstall the AMD and MSI apps. I updated my drivers. I also tweaked every settings in game to see what it did but it didn't change anything. I don't know what else to do. Thanks everyone
