I have been suffering from this same issue for the longest time now. One thing that completely fixed it (temporarily) for me, was completely uninstalling Apex on Origin (as well as Origin itself) and installing Apex on Steam. The game was running beautifully for the entire night. Then, the next morning, I got stutters again. I suspect it has something to do with the fact that I am using the Superlight which is a wireless mouse. My current working theory is bad electrical grounding at my house. I read online that bad grounding can lead to electromagnetic interference which can disrupt the functioning of devices and that it tends to be less of a problem at night. Not sure if that's what's causing the issue, but it's a possibility that I'm willing to consider, considering the fact that nothing else I have tried has worked. I have been working to solve this issue for an entire year now and must have tried hundreds of solutions. I have tested every suggestion on YouTube, EA Forums, and Reddit. Let me know if you miraculously figure out a solution...
