What modem/router combination do you have? Is it a 2 in 1? Are they split? Are you wired into your router/modem or are you running wireless? Have you tried running an ethernet cable directly to your router.
On top of trying video guides, a lot of this has to do with connectivity. You may have internet, however there is not a strong healthy connection. This happens quite often on wireless, and in some cases, plugged in. (Always having party member pre-loading show up when queueing with friends)
This is something I have personally encountered in the past and I will say that changing my router from my ISP's was a complete 180 on my connection and speeds in general.
The router they provided was not sufficient, so I bought a router and the rest was history.
If this is an option (if you have a split router/modem) to buy your own router.
Nighthawk routers are fantastic and very cheap for what they're worth, may you go this route.
If you choose not to go this route, go about getting a new outlet turned on in your house and moving the router closer to your device, away from corners that would interfere with it.
But as a checklist before going down this route
- check that your modem/router software are updated
* check internet speeds / connection health.
* check that you have no packet loss.
* check that you have no drops in connectivity.
- check that your ps4 software is updated
*clear cache on your ps4/apex
*check that apex is updated

Hi PS5 player here,, I’ve tried everything mentioned in this topic but with no success. Until I decided to set my mobile phone as a hotspot in order to check if it was my glass fiber modem. All of a sudden I had no issues, of course very happy but not really a permanent solution. Then I found out that my provider assigned me a fixed/static IP address. After I had them change it to dynamic up address all the problems where solved. To me it is still strange because I’ve played Apex for a very long time and only a couple of weeks ago it all of sudden didn’t work anymore. Anyway wanted to share this solution with you, maybe this helps .
