New PS4 dualshock 4 controller not working properly with Apex Legends.

so ive been playing apex since season 0 on ps4. i later switched to pc during season 4. i used a second-hand old dualshock and it worked perfectly. 

i recently received a new one. this one has been acting up from the moment i plugged it into my pc. 

apex legends manages to detect it but it doesn't let me move anywhere. the light is blue but is constantly flashing and i've tried resetting, using a different USB port and wire but nothing works. the other controller still works fine, this one refsuses to properly connect as it even shows the ps4 controller icons. 

id appreciate any help. this is driving me nuts.
