I have exactly the same problem.
These are the steps I have taken besides re-installing and verifying Apex on EA, Steam and Epic multiple times.
Network Reset
Reset network settings to default.
Driver Updates:
Ensured all drivers, especially for network adapters and graphics cards, are up to date.
Disable Fast Start up:
Disabled fast start up in Windows.
DCOM Permissions:
Checked and fixed DCOM permissions manually.
System File Check and DISM:
sfc /scannow
to check and repair system files.
Used DISM commands to check and repair the system image.
Safe Mode with Networking:
Tested the system in Safe Mode with Networking to isolate the problem.
Visual C++ Redistributables and DirectX:
Reinstalled all versions of Microsoft Visual C++ Redistributables and ensured DirectX was up to date.
This morning I factory reset my computer and re-installed Apex on the EA app and still got the same problem.
