I have the same problem.
If you window mode Apex, you can run your desktop at normal FPS atleast(when minimizing) - IF you CTRL TAB it wont even work.
But Lobby in game, loading in game, 60FPS locked.
Tried a lot to fix it, glad to see im not the only one atleast.
