no players in queue no matter what reigon

Every time I try to queue for any gamemode, there's a maximum of 5-10 players in queue and it doesn't matter what server I play on. I'm on PC, and my xbox friends do not have this issue even when we ensure we're on the same servers as each other. So far, I have seen nothing online relating to any issues similar to this whatsoever, everyone seems to be able to fix it just by changing servers but no matter how many I try I always have super small queues.
