[PC] Stutter/hitching, frametime jumping super high

That's a sweet rig. Can you try disabling one of those RTX cards you have to see if it still stutters?

I only have 1 gpu.

Running ISLC and removing gameDVR through the registry has atleast made it playable. only drawback is that it feels like the pc is taking a * everytime you alt-tab
