The problem is solved finally after 3 seasons of struggling, I changed a few options but I'm not sure which one fixed it
Prefer maximum performance in the Nvidia control panel
Add the game to run on the Nvidia card through Windows 10 Graphics settings (Very useful option to use with chrome, video player, etc)
Turn on: Reduce latency and improve performance option in Windows 10 graphics settings
