Just checked in DX12, the FPS seems to be capped to 60 FPS as intended, same for the DX11 version.
If you are being locked to 30 then there might be something else going on, though I'm not exactly sure what could be causing that, as it would seem a tad unlikely for the game to do it from itself, unless it was changed via a config in some way (Assuming it's possible to begin with)
Are you running the game in fullscreen?
Personally I don't really see much of a difference on the main menu at 60 FPS, and even with a high-grade GPU it's good to give my hardware some time to chill before hopping in the next match.
Though definitely a hard agree that there should be an option to switch the lobby FPS cap off. Especially for the legend select menu, could see it being useful to prevent stutters at a higher FPS so players can select a legend without anything messing up, but it would definitely be nice to see the fancy animations in all their high FPS glory.

oops, i meant 60, not 30. my bad. but either way... it makes the lobby a pain for high FPS players and opening packs, looking at animations etc. is very unsatisfying like this.

You totally ignore the fact that the player's monitor is always working at a refresh rate of 240hz or 300hz. You force the frame rate of waiting in the lobby to be locked at 60fps, which brings huge visual discomfort. I can't imagine how stupid it is for people to put this decision directly into the update without giving players a choice.

It's about the amount of frames being generated to give the GPU some time to cool down.
If there are less frames being generated in the lobby, then this should make that possible.As long as you are focussed in the game, it should render the specified amount of frames pushed by the game to that monitor. So even if you have a 180Hz monitor, with 60FPS being pushed, it won't render more than that.
Regardless, they added an extra command in the recent update to override the 60 FPS lock in the lobbies, this can be configured by adding this as a launch option or in a CFG: lobby_max_fps
So using it as a launch option for example: '+lobby_max_fps 180' will cap your FPS to that number.
