After further investigation, it looks like it might just have to do with Windows Firewall.
Open your firewall settings and make sure Apex is allowed on both private and public networks.
I've removed it from my antivirus exceptions list and added the firewall options and it seems to be starting fine now.
Even restarted the pc and it still works.
