I have the same and had it for many many seasons. Can't find a solution. Tweaked bios, nvcp, drivers, affinitys, power plans, safe boot, mouse, keyboard. I have new pc aswell. One thing I've noticed is one of the cpu cores immediatly spikes to 100% when launching apex and basically it stays there.

@THEleobelloSome news. The 100% core usage all I found before was people talking it is related to EAC problem back in the days but I didn’t really think it is the problem. For me I found it was because of Intel Turbo Boost Technology. (Disabled Internal Graphics aswell, don’t think it relates but not 100% sure.) I believe it is caused because I am cpu bottleneck’d. I5-13600K - 3080. When playing as 1080p. This days gpus are very powerful for 1080p gaming and easily bottlenecks cpu. (Depends what game) Something to keep in mind. Ok, the 100% core usage is now gone. After that I activated the Above 4G Decoding from BIOS and it did the magic. Input lag is gone for now atleast. Above 4G Decoding affects the amount of RAM allocated at a time for the processor to work with video memory. This will increase RAM usage. Owners of cards with more than 4GB of memory, or with more than 16GB of RAM in the system, can try this function for better performance.
