Windows typically lowers sound of other applications if some form of communications program is running.
Try following these steps to disable it:
- Right click the speaker icon in the bottom right of Windows
- Select Sounds
- Navigate to the Communications tab
- Set "When Windows detects communications activity" to "Do Nothing"
(It's possible that it's already set to "Do nothing" though typically it's set to 80% lower as default)
