i think I found a solution. On my new PC my gpu is an rx 570 and I had the same issue. so I thought maybe it's because of radeon boost. so what I did is I looked at radeon boost and tried raising the minimal resolution to the max and checked out what happened. And the weird blurry thing didn't happen anymore. So I think it's maybe because of radeon boost. Tell your friend to try turning off radeon boost or setting the radeon boost minimal resolution to the max.
