Progress is stored on the EA account level, not on individual platforms like PlayStation, Xbox, Steam, etc. This means if you link your platform to a different EA account, you'll lose access to that progress.

There would not be a way to transfer progress from one EA account to another. However, if you've never linked your Steam account to a different EA account, you can simply log into Apex on Steam.

If your Steam has not been linked to an EA account, trying to launch Apex will prompt you to sign into an EA account. Just enter the login details for this current account to link Steam to your EA account that has all the progress, and you'll be able to access that from Steam as well/instead, yes.
