You can unlink/link platform accounts on this page: https://myaccount.ea.com/cp-ui/connectaccounts/index
In this case your younger brother would need to make their own EA account so they can link their platform account to it.
It won't be possible for him to get his in-game progression like level, stats, skins and so on, as these have been merged with all platform accounts that were connected to the EA account at the time of the merge.
Though once they have their own EA account, their content will be completely separated from yours, meaning that these kind of issues won't happen again.
