Rubber banding feeling while sprinting on PC

I am having an issue that happens when I'm sprinting, almost like I'm rubber-banding or lagging, but my connection is perfectly fine. It also happens during the firing range and during the tutorial, so that should eliminate the connectivity issue. I have verified the game files and changed the settings that I can with the aide of videos that try and solve an issue similar, but not exact. My PC specs surpass that of the recommended ones that are listed on Steam, so it shouldn't be a hardware issue. My friend's performance is perfectly fine, so I'm unsure of what to do or what to change
