Season 12 apex stuttering (pc)

I just updated my pc from a 2070 to a 3070 ti. I noticed however that before I did that I was suddenly having weird stuttering issues. For instance, my game would be running at 130-165 fps constantly even before my new graphics card and the game would feel like 40 fps. I have done research and looked up many solutions to this problem. 

Pc specs are as follows: 
12700k @4.9-5.1ghz varies based on temps

3070ti 

ddr5 ram 4800 mhz. XMP1

750 PSU

Samsung ssd 980 pro 1tb

Samsung ssd 970 pro 1tb

temps on my graphics card never reach over 60 C. 

Temps on my cpu never reach over 70 c unless im loading a game up.

I have cox gigablast. less than 5 ping on ping tests.

I have tried clean install of apex, switching to origin, uncapping fps, capping fps, graphics high and low (i already use lowest settings on apex), uninstalling graphics drivers and clean installing them, disabling full screen optimizations, disabling gsync, clean install of windows, deleting the anti cheat folders and repairing apex, disabling all overlays, running ram diagnostics, everything checks out. No power issues/temp issues as described above. Just scored a 11500 on time spy which was "above average" for my setup. Cpu is like 20-30% usage even on uncapped fps. gpu is like 97% on uncapped fps and 60-70% on capped fps. GPU barely hits power target unless I uncap fps. ping is usually 20-40 depending on the game. 

Its not as noticeable in a recording, but its still there. Much worse in person. 

Its been like this ever since the weapons bundle update. I have no idea what is causing my game to stutter like it has been. Just hoping someone has an idea of what it could be.
