Season 13 patching issues info gathering thread

hey guys so ever since the last update im having major issues with apex including fps drops, game not launching sometimes, constant packet loss in game but my main issue is that i can no longer tab out of full screen and make my game windowed and than open other apps like edge and use it normally over apex in windowed mode, apex just always stays on top and apps open behind apex.. here is a video of what it looks like, before this update i was able to do just that without any problems: https://www.youtube.com/watch?v=JeDj31LkFtM any help is appreciated
