Hmm looks like a menu flicker. (the black flicker maybe a faster version of it)
Navigate to your game files and locate the r5apex.exe, right click.
open properties and click the compatability tab.
tick the disable fullscreen optimisations and run this program as an administrator.
apply and run game.
