stuttering on pc after the latest updates

so basically i have a problem where i have like stuttering when moving my mouse, and sometime it disappears when i change my video settings from full screen to borderless windowed. but after some game, borderless windowed is stuttering an then i switch to fullscreen mode and i don't have any stutter. it basically happens every game so i have to change my video setting mid match just to have a smooth gameplay. already tried repair, switching from steam to origin etc but the problem still exist. i only have this problem after the new skin update like a week or two ago
