I cant add my friend that is on ps4. I'm on Xbox. I have cross play on and can add other people, but I can't find him when I try to search for people and I dont get his friend requests. He can still see me but I can't see him.

Out of curiosity, are you able to get into matches together? If not then one of you might have cross-play disabled in console settings. While the game does also possess a selector for cross-play, it cannot overuse the system default.
The next question I have is, if both of you do have cross-play on in both Apex and console settings, is are you checking for friend requests in-game or in the Xbox menu? Apex uses a custom friends-list for cross platform play, so you’ll see a pop-up prompt appear on the left of the game menu when in the lobby.
If you can’t get that friend request to appear, something you could try is having the friend make an Xbox and anEA account and linking it to their PlayStation account here. Xbox accounts are free to create if you have an email (gmails are also free). The same email can also be used to make an EA account.
This should allow you to search for their newly-created Xbox gamer tag in-game and friend them that way.
