Wonder how long I should wait to relink to Steam

Hello guys,

    Here's thing, my Apex account was once hacked and used by a random guy for almost one year, the hacker linked the account to his/her own steam and even did some purchase in the game.

    Months ago I managed to get back my own account with my initial regesitered mail, thanks to the help from EA advisors.

    I successfully unlinked the hacker's steam in the website myaccount.ea.com/cp-ui/aboutme ,however failed to link it to my own Steam.

    Have tried to connect to an EA advisor, but they told me that there were specific purchases done when the account was linked to the former Steam, which makes my account ineligible for linking. They advised me to wait for some time and connect back to them, but I have already wait for 3 months since I got my Apex account back. 

    Just wondering how long I should wait more to do the relinking, will my account stay ineligible for linking permanently? Really need to play it on Steam.
