Can you let me know if it's still doing this after the following steps?
- Reset the controller settings in game back to default
- Unplug any devices from the Xbox USB slot
- Try a different controller
- Check to make sure the controller has the latest update under your Xbox Settings
- Perform a power cycle and MAC Address clear

- Clear the MAC Address: From the Xbox dashboard select Settings>All Settings>Network>Network Settings>Advanced Settings>Alternate MAC address>Clear, then restart your Xbox.
- If necessary, try reinstalling the game to determine whether it might have been corrupted files. If you're using an external hard drive, move it to the internal hard drive

I tried everything you listed and nothing fixed it. However something strange happened. It's working right now temporarily in game but it's still doing it in the menus or when I press start to go through the menus during gameplay
