I would agree with more complicated ways of allowing FULL XP with AI in Portal if we were still in the beginning of 2042's life cycle, but we are now approaching if not already in the "maintenance shelf life" phase for 2042.
Ultimately, any change to how progression works requires time and effort. Only at the end 2042's life did we get Portal vehicles in 2042's standard All out Warfare for example. For nearly 2 years the Nightbird was busted but only now has it been properly fixed. The reality is that, 2042 quality of life fixes take years to be implemented, something that in my opinion is not appropriate for a live service game, these changes should be rolling out weekly if not monthly. This is why a simple change to allow AI with FULL XP by default is the fastest and most appropriate change now that 2042's in its "maintenance shelf life" phase. You could safeguard against abuse by just making a rule that AI with FULL XP is only allowed if no other variables are adjusted besides game mode, map selection, and factions settings, since it is these settings that make Portal customizable without breaking any of the core game play.
This safeguard is what should've been done, but for some reason, a more complicated and anti sandbox decision was made.
