Aren't there supposed to be bots who fill in for missing team members in AoW?

@UP_Hawxxeye Last week I was getting in matches with half the team being AI. By the time the game ended only a few AI was still there. Funny thing is I couldn't tell they were AI since most console players played just as bad. Turn off cross play I'm stuck with AI fill ins but at least they don't take vehicles and if they do I can take it away from them.
