It turns out that it was just that the progression was only appearing after the end of the round instead of right away.  So all is well for now I think.

My bad, I jumped the gun

The full XP tag entails not being limited in terms of progressing on Mastery beyond lvl 12 / T3.

I would recommend to either properly update the XP tag for this mode to Moderate XP or alternatively to just turn full progression back on for it and let those who still have not quit for other games, to unlock themselves a few T1 skins.
