You're not able to equip launchers when playing as Lis due to her gadget being one. If you want to use them then you'll need to play a different specialist.
This is a problem not mattering which specialist I use.
Can you add another screenshot or a video where you're using a different Engineer specialist in that case? In your initial one, it's Lis that's being used.
