Cannot run Game

I am using a 3060 Graphics Card with 16 gb of memory and a ryzen 9 5950x cpu. I haven't been able to once play the game because the frames will go from 100 to 15 every 5 seconds. I have tried to verify the files, redownload the game, and repair the library for the game. I haven't found any solutions online to my problem and it's frustrating the lack of help anyone is willing to give.
