The red circle on the right in your screenshot shows the client frametime (CFT) spiking up to 16ms. This means your PC's framerate is spiking up to 62fps during the spike. (1,000ms ÷ 16ms = 62fps)
I'm not sure what the blue line is for in the red circle on the left. The blue line appears to be for packet loss out. If that's the case then your PC also stops sending network packets to the server at the same time the 62fps CFT spike is occuring. Your PC appears to be momentarily freezing/stuttering during the spike.

Note the posts about monitoring individual CPU core usage with Windows Task Manager. It only takes a single CPU core reaching 100% usage to freeze/stutter the game. Windows Task Manager must be configured to show individual CPU core usage. Instructions on how to do all this are in the link below.
