I was thinking it might be a thermal issue. I undervolted, replaced thermal paste and temps look better. I got park control and disabled parking - issue still exists. I just ran a quick test and no cpu utilization was over 66%. When parking was enabled, the stutter/hitch always seemed to happen when the cores parked, this time with core parking disabled, there was a slight dip in cpu usage at the time of the stutter. No e-cores were above 55-60%. I tried with XMP both on and off, to no avail.
Blue arrow indicates when the game stuttered. Obviously GPU usage dropped significantly during this event too.
I don't see any CPU cores spiking to 100% in the graphs anymore. The CPU temperature doesn't appear to go higher than 80°C so that's good. Thermal throttling usually occurs closer to 100°C, but it's best to keep processors under 80°C to extend their life.
If there's still stutters then something else is likely causing it. Keep in mind Battlefield games suffer from a little bit of DX12 shader compilation stutter.
LayencyMon might give more insight into which app or driver is causing the stutter.
Ran the tool and nothing showed up after a bunch of stutters "your system appears to be suitable for handling real-time audio and other tasks without dropouts".
The stutters always pop up at a horrible time though. Just as you're about to shoot a guy.. then he gets you before you can recover. Almost makes it unplayable.
I've been testing in a light portal server and they pop up endlessly.
