FPS Stutters and Skipping every 1-3 seconds - unplayable

The game is unplayable, no matter what I do, I've tried messing with the game settings, turning HAGS on and off. reset the cache folder. Nothing seems to fix it.

PC Specs:

  • RX 9070XT
  • Ryzen 7 5700X3D
  • 16GB RAM 3200MHZ
  • 2560x1080
