I'm writing a PM because Robeco will get smarter, and I'm offering such nonsense to you that I'll write a PM before you spoil something at your place.
Answer to your problem described in the post:

I understand that the only problem you are reporting is that at times your GPU reaches 100% usage?
As I wrote in my first reply under post #2, the key is to ensure that the GPU does not overheat. If someone expects a miracle on a stick, it is only that person's problem. It's a pity that the AMD fps limiter for BF2042 doesn't work for you, but Vsync in BF2042 definitely works for you. It's just that the graphics processor (I don't know why) takes a beating in the game menu right after starting (apparently this animation generates a lot of calculations). If you really want not to have 100% consumption, then before starting the game, set the refresh rate to 100HZ and turn on VSYNC, you will see that the processor will not reach 100% consumption, because the lower the FPS, the less work the GPU does (I once accidentally set 60HZ on the monitor and GPU reached a maximum of 45% consumption in the menu on a weaker GPU than yours). Other games (I don't know which ones you mention) probably have additional options in the form of: limit FPS in the menu, limit FPS during the match, or they have a built-in 60 FPS limit in the menu by default in the game code, so as not to generate unnecessary load on the GPU and power consumption.
If you don't have a blue screen of death or artifacts, it means nothing is happening. If you had the wrong drivers, you would have BSOD or artifacts. If you had something wrong with some component or drivers, you would have other, more serious problems.
If you have nothing to do and want to learn something more, practice flashing the BIOS, updating GPU and motherboard drivers, formatting disks and Windows installer, chkdsk (command to check the disk), it won't change anything xD. This can only be changed by a DICE patch, which will optimize the game menu, for example by uploading the factory FPS limit to 60 (in the game menu, a higher number is really pointless), or will introduce the option of setting the maximum FPS while playing and in the menu as it is in the game, for example Call of Duty, so it's not your fault, the software or your computer.
If you don't believe me, try miracles on the stick by installing a different version of the driver, but believe me, it won't help. At most, you can cause BSOD problems if you incorrectly remove the previous version of the driver before installing another version.
AMD or Geeforce there is no difference, apart from GPU performance and some functions working worse/better. The symptoms of faulty drivers are the same regardless of the company.
The only truth is that AMD generates lower FPS in most games because the games are optimized for Nvidia due to Nvidia's greater popularity.

I don't know if you are a bot, or not, so will not DM you back, but reply here as intended.
I have been in IT for a very, very long time. I am not clueless, and am here because there is either an issue with AMD or EA since the game's last update. There is something going on. The MAIN MENU, hits 50-60 FPS and the gpu goes to 100% usage. The game, is about 130-140. This means, setting any kind of third party FPS limitation would give me a horrible negative experience and not something anyone, would ever do. You say to limit it to 60 FPS well, that would still be an issue. Not sure if you actually read what I said, but you seem to not have picked up anything. Again, are you some attempt at an AI?
Posting here was not to seek a solution from other members, but to bring awareness of an issue. There is nothing I can do on my part, to stop this from happening other than not playing the game, which is not ideal.
