Afraid still a CPU bottleneck, my 12900k bottlenecks my 3090ti ☹️ sometimes GPU usage goes as low as 80%, its very sad.

Isn't  DDR5 your bottleneck? What happens if you disable the E(fficient cores)?

I have no CPU issues on the 11900K with 16GB DDR4000C16 memory
