Same exact issue. I'm very glad others are having this issue. I thought it was just me, but it seems to be really common. Hopefully this is a focus for a patch.

Razer mouse (I see a lot of others with this issue using Razer mice)
Drivers and Windows are all properly updated.
I tried almost every relatable combination of settings and I keep getting 1-2 second stutters. Some games hardly at all, others, back to back. It makes trying to shoot anything near impossible.
