Persistence data issue

I've tried several methods to correct this issue. For some reason, if I don't open the game once every couple of days, I can't open the game at all. I'm continuously met with the "unable to load persistence data" error and the following code:

Error code: 15: 136006S:136003S:126001S:136002S:-7A

Not sure how to fix this past uninstalling the game, deleting any and all files related, then redownloading the game.  Anyone know how to fix this and can actually explain it step by step?
