Stuttery for 2-3 seconds, when it happen my cursor's going into my other monitor

Hey, since yesterday, october 30th, every 2-3 minutes my game start to become very stuttery and laggy that I cant even move my aim for 2 to 3 seconds, if it happen when i was flicking my aim for exem...

I'm having a similar issue. From time to time my cursor is flickering and I can't aim. It started at the same time as well (October 30th).
