Stuttery for 2-3 seconds, when it happen my cursor's going into my other monitor

Hey, since yesterday, october 30th, every 2-3 minutes my game start to become very stuttery and laggy that I cant even move my aim for 2 to 3 seconds, if it happen when i was flicking my aim for exem...

The first part is me showing what aiming is like normally then second is the bug.

the only upside to this bug is Hit reg was soo good.
